birth certificate DND 419 birth certificate A type of birth certificate issued from 1963 until November 1979 by the Department of National Defense in Canada to dependents of Canadian Forces members born overseas. These certificates were never accorded legal status, but served as a convenient substitute for the original record of birth from the country of birth.
